Prepaid Meters and Metering for Residential Property

Real-estate is still one of the leading asset classes the world over. However, together with management of real estate there is also risk involved.

In a situation where an investor has let a property there are two main risks to manage:
  • Risk of late or non-payment of rent.
  • Risk of late or non-payment for utilities consumed.

In the even that either or both of these risks should materialize, the landlord remains liable for making timely payment of the mortgage commitment and the utility bill.

Use of prepaid meters and prepaid metering is an ideal method by which buy-to-let investors can eliminate the risk of late or non-payment for utilities consumed, therefore reducing or eliminating a significant portion of the risk associated with their investment.

Our prepaid metering solutions can be installed in any residential property. Installed as a secondary, or sub-meter, to the primary meter supplied by the municipality or power authority, our prepaid meter is privately owned and privately managed by the investor landlord or an appointed rental estate agent.

Installed as a secondary meter inside the dwelling, typically at the mains distribution board, our prepaid meters meter and govern the flow of electricity to the lights and plug circuits within the dwelling and therefore in no way interfere with or impair the operation of the primary meter which is the property of the municipality or power authority.

Since the prepaid meter is privately owned by the investor landlord and is easily removed from the property if desired, the device is considered a movable item on sale and can be relocated for use in another of the investors rental properties if required.

The most common meter purchased by residential buy-to-let investors is the PPL23GT

Prepaid Meters and Metering for New Property Developments

New property development projects present an excellent opportunity for installation of prepaid meters and prepaid metering. Specification of prepaid meters and prepaid metering solutions in new developments is highly desirable for developers as this level of planning and consideration has significant benefit to the future operation of the development. This benefit translates into a more marketable and desirable product for would be home buyers and property investors.

Once operational commercial and residential property developments faced the same financial management challenges when it comes to revenues collection management. Whether the need is for Prepaid Meters and Metering for Commercial or Prepaid Meters for Residential schemes, specification of prepaid meters and prepaid metering systems enables developers to reduce their costs in provision for the supply of utilities to the development. By application for bulk-metering services developers can significantly reduce costs associated with individual section metering.

Furthermore, the installation of a prepaid meter in each section ensures an improved level of financial management once the scheme is in operation. With this in mind, the value of properties within the scheme are more attractive to private and investor buyers who realize that a significant portion of the risk associated with the revenues collection management of the scheme has been obviated.

Specification of our prepaid meters and metering solutions also obviates the costs associated with meter reading charges that are customary in such schemes. This results in reduced costs to the scheme and hence the individual section owners. Once again, the combination of prudent financial management from the perspective of revenues collection management for utilities combined with reduced costs makes the scheme more attractive from the immediate perspective to any buyer, addes value to the product and improves marketability of the scheme.

Prepaid Meters and Metering for Body Corporates

Our PrePaid Meters and Management Offering for Body Corporates:

Many residential and commercial properties are owned in sections or areas by multiple owners, each owner owning one or more sections with the dwelling complex or building structure. In such arrangements there is usually a body corporate that is comprised of a number of owners. The role of the body corporate is to provide for governance of the scheme and taking care of various environmental and financial issues surrounding the operation.

In such environments it is common for the property to be supplied utilities on bulk-basis. Typically a single meter system is employed to calculate the overall consumption of all the sections and the common property area of the complex or building structure. Following this there may or may not be additional sub meters.

In the case where no sub-meters are installed, apportionment of the utility bill is typically calculated using the "participation quota".  This method attempts to determine fair apportionment by means of calculating ratios, either by number of persons or squared meter area. As expected, because of differences in peoples utilization habits, this method is rarely accurate and is fraught with problems and subject to frequent dispute and complaints from owners within the scheme.

In the case where sub-meters have been installed the situation is better as the meter for each section can be measured and therefore accurately billed. The sum of all the meter readings from the sections can then be subtracted from the bulk meter reading to determine the amount of electricity consumed in the common property areas. This can then, once again, be apportioned by means of the "participation quota" method to each sections utility bill.

While the situation where sub-meters are used is an improvement on the case where there are none, both situations are not perfect as payment for the utilities charged still needs to be collected once billed.

As is often the case is such scheme, there are people with varying financial means and circumstances. The result is that revenue collection management for the scheme is a task that requires constant attention, sending of reminders, calculation of late payment charges and debt collection. In the interim the body corporate or appointed management agent is still required to settle the utility billed it received on the bulk-meter account.

The amount of utility consumed in such situations is generally significant and therefore carries with significant liabilities. Without the aid of a prepaid metering solution, the financial situation of the body corporate may fluctuate significantly, resulting in contraction of the body corporate cashflow. Since utility bills must be settled in order to avoid discontinuation of supply, body corporate must often divert funds for service or maintenance in order to balance shortfalls.

Prolonged, this can lead to further problems such as general degradation of the complex or building with subsequent negative impact on health and safety and general up-keep or improvement.

Our prepaid meters and prepaid metering solution is the ideal solution for utilities revenues collection management in body corporate environments. Installed as sub-meter devices at the mains distribution board located within each dwelling area or section, our prepaid meters can be used to meter and govern the utility supply regardless of whether sub-meters are already installed or not.

Once installed our prepaid metering system ensures that all owners or their tenants are required to prepay for utility before being supplied. The result is an immediate improvement in the cashflow of the body corporate. Furthermore, installation of our prepaid meters obviates the need for sufficient meter reading services and the cost associated with the service.

In addition to these benefits, the problem of paying for utility consumption on common property areas of the scheme is also resolved. This is because such schemes are typically metered by way of a bulk meter at which the cost the supply is discounted by the supplier of the utility. In order to cover the cost of utilities consumed in common property, each of the prepaid meters installed in the section of the scheme is set to charge for utility at the regular or standard rate for that utility in the area. This is price is not discounted, as a result the difference between the revenue collected from the sections is sufficeint to cover the common property. The overall amount collected from the sections, charged at standard rate, is typically greater than the amount billed at the bulk-meter. In most cases this results in a slight profit for the body corporate which can be allocated toward upkeep and maintenance of items such as light bulbs, switch replacements, etc.

Prepaid meters and prepaid metering solutions usually solve many problems for body corporates including cashflow, which is always highly importantfor all body corporates.

Prepaid Meters and Metering for Multiple Tenant Dwellings

Many freehold residential properties, once single family homes, have been converted into Multiple Tenant Dwellings. Where once a single family unit resided on the property, now the property is utilized as residence by three, sometimes four or more indpendent residents. These types of properties are often the result of significant alterations in order to accommodate the separation of the dwelling areas in terms of privacy and utilities.

Such situations do however create a problem when it comes to charging for consumption of utilities as freehold properties are generally only fitted with one primary meter. This means there is only one account for the utility consumed on the property and it is therefore difficult to determine who used what percentage of the utility consumed. As discussed in Prepaid Metering for Granny Flats , one method of trying to solve this problem is by "participation quota" which is never accurate. Tenants will often dispute their electricity bills in such situations, claiming inaccurate apportionment.

Our prepaid meters and prepaid metering solutions are an ideal solution for Multiple Tenant Dwellings where provision has been made for complete separation of utilities. Each dwelling having its' own geyser, lights and plugs circuits managed from its' own mains distribution board.

Since our prepaid meters are installed as a secondary, or sub-meter, to the primary meter supplied by the municipality or power authority, it means that multiple prepaid meters can be installed on a property. Each meter is fitted at the mains distribution board of each dwelling.

The result is that each tenant on the property can be accurately billed for utilities consumed, eliminating the need for apportionment of the collective utility bill by means of the "participation quota" method and the subsequent disputes that arise therefrom.

The most common prepaid meter purchased for granny flats and out-dwellings that have BD Boards is the PPL23GT

Prepaid Meters and Metering for Granny Flats

Freehold residential properties often have additional dwellings constructed on them. These dwellings may be semi-detached from the main dwelling structure or may stand independently on the property. Such structures are often let to a tenant and is considered a good way for landlords to supplement their household income or reduce the amount of their own cash that they must pay to their monthly mortgage installment.

Such situations do however create a problem when it comes to charging for consumption of utilities as freehold properties are generally only fitted with one primary meter. This means there is only one account for the utility consumed on the property and it is therefore difficult to determine who used what percentage of the utility consumed.

One method of trying to solve this problem is the age-old method called the "participation quota". This method attempts to determine fair apportionment by means of calculating ratios, either by number of persons or squared meter area.

The method of "participation quota" is, as can be expected, not accurate for the reason that different people have different usage habits. One person may be in the dwelling for a longer period in the day, while another may like to leave an electric heater on all night and day during colder months. Some people forget to switch lights off even nobody is in the room where the light is burning, others are more conscientious.

Use of our prepaid meters and prepaid metering solutions makes it possible for the landlord to accurately bill for the exact amount of utility consumed in the out-building. In addition, our prepaid meters and prepaid metering solution ensures that the landlord received payment in advance before utilities are supplied to the out-building, without interfering or impairing the utility supply in the main dwelling.

Our prepaid meters and prepaid metering solutions can also be used on Multiple Tenant Dwelling properties where multiple additional dwellings have been constructed on a single freehold property.

The most common prepaid meter purchased for granny flats and out-dwellings that have BD Boards is the PPL23GT .

Prepaid Meters and Metering for Staff Accommodation

With Our PrePaid Meters you can:

  1. Include a portion of electricity automatically onto the meter part of staff payment or,
  2. Get staff to purchase electricity on buy-as-you-use basis and,
  3. Full meter management solutions for both collections and vending of tokens

Installation of our prepaid meters and Prepaid Metering system is an ideal solution for private and public organizations who provide employees with the benefit of accommodation.

Many organizations provide employees with on grounds accommodation as an employee benefit. Such facilities vary in nature and may range from a few dozen to a few hundred rooms in a building structure. There are also situations where staff accommodation takes the shape of free standing houses within a village type environment.

The typical employee accommodation arrangement varies between employers but is seldom inclusive of utilities which are normally required to be paid for by the employee. However, since such arrangements are normally built on property owned by the employer, the problem of metering and billing often presents itself as a challenge in the management of the facility.

The challenges faced are not far removed from those presented in Multiple Tenant Dwelling Units and Sectional Title Housing Schemes. The benefits of using our Prepaid Meters in a Staff Accommodation environment are the same as those derived in these situations where utilities revenue collection management is improved and costs association with metering reading services and overall billing and administration are either completely eliminated or dramatically reduced.

Furthermore, our prepaid meters and prepaid metering system accommodates the ability to automatically allocate a pre-specified maximum about of utilities to each employee meter on a specified date. This enables employers to automatically provide an agreed amount of electricity as part of each employees remuneration package. Once this amount is consumed the employee is then required to purchase additional credit in order to continue supply.

Once installed our prepaid meters and prepaid metering system provides a flexible and accurate system with which to gain financial control over utilities, improving cashflow and reducing expenses by curbing excess or abusive usage of the utility.

For single phase staff accommodation without DB Boards, such as rooms the common meter is PPL23EU to suit these circumstances also look at the PrePaid Meters Read Boards available for these prepaid meters.

For single phase staff accommodation that has DB Board installed the common prepaid meters are: PPL23GT and PPL23ST .

  1. Self-Managed Metering Soulutions with full SMS and Web Vending or
  2. Outsource Managed Metering Solutions and

Retail and office parks may operate on a sectional basis where each section of the complex is owned by a different owner or they, more often than not, are owned by a single owner who then lets the various sections of the complex to commercial tenants. The situation regarding risk in such an environment is not far removed from that of the But-to-Let Property Investors circumstances and that of the problems faced with revenues collection management by the Body Corporate.

In both situations the owner of the property or the section remains liable to settle mortgage installments and utility bills or face penalties. Late or non-payment of rent or utilities can present significant risk to the property owner, increasing costs and reducing profitability.

As with residential body corporate environments, owners of retail and office park environments must also consider how they will collect revenues for utilities consumed in the common or public spaces of the complex.

Similarly retail and office parks are normally metered by means of a bulk-meter where the utility is supplied at a discounted tarriff.

Our prepaid meters and prepaid metering solution is available in single and three-phase configurations, providing the ideal solution for utilities revenues collection management in retail and office park environments. Installed as sub-meter devices at the mains distribution board located within each section or area, our prepaid meters can be used to accurately meter and govern the utility supply to he different shops or offices.

Once installed our prepaid meters and metering system ensures that all owners or their tenants are required to prepay for utility before being supplied. The result is an immediate improvement in the cashflow of the property owner. Furthermore, installation of our prepaid meters and metering solution obviates the need for independent meter reading services and the cost associated with the service. In addition to these benefits, the problem of paying for utility consumption on common or public areas of the complex is also resolved because of the difference is tariff rate between bulk-supply and the agreed commercial supply tariff.

Our prepaid meters solutions accommodate differences in contractual utility supply tarriffs between the office or retail park owner and different tenants. Enabling property owners or managers in commercial environments to align themselves with varying customer utility needs and contractual differences.

One of the key differences between commercial and residential letting is that, letting agreement permitting, a supplier of commercial space is entitled to discontinue supply of utilities following any non-payment. Our prepaid meters and prepaid metering solution accommodates this by ensuring that the prepaid system is privately owned and privately managed such that tenants can only acquire credit for supply of utilities from the property owner or the designated management company.

The use of prepaid meters and prepaid metering systems by estate agents in not far removed from the situations and challenges faced by buy-to-let property investors . Estate Agents may charge a utilities collection management fee to clients if desired.
